This is incorrect and against the w3c spec. Use role="presentation" or aria-hidden="true" if it's not needed

The W3C explicitly say that decorative images can have empty alt tags: https://www.w3.org/WAI/tutorials/images/decision-tree/ and https://www.w3.org/WAI/tutorials/images/decorative/
