I know I’m late but it didn’t redownload. I thought the same thing. It was just decoding/extracting.

If you looked at the network and disk meters, it only had disk activity. Even though it said downloading.

Looks like the preload does something to keep the files secure before launch or something. I’m not sure on the specifics.
