Explanation: In 1995, Yugoslavia was undergoing a rather contentious breakup into its component states, some symbols of which are on the man's hats in the meme. Ethnic cleansing was involved.

What? It's common practice to just pickup one of those cheap prepaid SIMs and as long as you're not traveling to the US or Canada cell data is cheap
