  A state pilot project in Cochise County designed to test out security features such as watermarks and invisible fibers on ballots ended prematurely and county officials are looking to unload equipment and 10 tons of ballot paper that would let state taxpayers recoup some of their outlay.

Cochise county is a relatively small rurual county in Arizona, south and east of Tucson and Interstate 10. It made the news the last couple election cycles because of county election official interference in Sierra Vista, a small city near Tombstone and nestled against the Huachuca Mountains and Fort Huachuca Army base.
