Before reading the article let me guess

  1. Money.
    A. Loans for infrastructure projects
    B. Donations to the right people to be in the right room.

Closer economic ties with the BRICS currency and Increased military cooperation.

You missed the most important one, willingness to technology transfer. China is trying to woo where the West tried to coerce.

The Arab World is still weak and divided but there’s potential to be another pole. The population is 450 million and 60% are under 30. Technology from China and infrastructure spending can make it happen.
