Depending on the terms of the contest this may be illegal. Even advertising the contest with that photo may be illegal. Falconry licences cannot be used to earn money. He could get around this by using non-native birds but he's holding a goshawk which is native.

I found it on his site - no donation or financial payment of any kind was required to win. Sweepstake entries were free.
