When they had the chance, they should've gone for Haaland. Back to the question, they should put in a serious bid for Harry Kane
Bayern aren't going to spend that amount of money in the short or medium term. That's just the way most German teams operate.
That's why they'll never get Kane or Osimhen unless the players run their contract out like Lewandowski.
Reading your post I can see why Bayern are having a problem with replacing Lewandowski. Without taking a gamble in the market for a top tier striker, I feel that they will struggle without a proven goalscorer.
