UPD: I didn't notice pantsu on art. Does the presence of pantsu always make picture NSFW or in this context it's ok?

If bikini bottoms aren't NSFW, neither are pantsu in my humble opinion.

Maybe, but if there is a bikini on art, it's almost always [at least slightly] lewd, so most of them are NSFW. Not to mention that it may be the whole point of the drawing.

Rather, the natural or funny situation is shown here, there is no emphasis on pantsu, as fan service in PG-13 title. White-blue striped pantsu are pretty common in anime.

Yeah like most things in life there's a spectrum.

Edit: whoops sent that before I was done typing haha. I feel the NSFW tag is much too harsh, would be ideal if there was an ecchi (or adjacent) tag
