This piece underemphasizes the degree to which this is a "no duh" strategy to anyone even slightly familiar with indigenous fire management strategies, but interestingly emphasizes something I didn't think much about: liability. If no one's responsible for the pm2.5 pollution from an emergency fire, but they are for controlled burns, of course that creates perverse incentives.
