They didn't leave enough runoff at the top because they couldn't have anticipated anyone coming to a mountain finish that fast. To make that group of favourites look that ordinary was special.

It's the Vuelta...it's always something...
I think this one was 50% his own fault and 50% just bad luck. But like you say, that's just the Vuelta, I guess. Can't wait to see what happens tomorrow. I'm gonna go ahead guess someone gets snagged by a spectator in the final sprint. Or the reindeer from Arctic North comes down from Norway to finish what it started and takes out the peloton.
I dont know how you could assign any blame to a guy who's been sprinting uphill to the finish and brain isn't working 100% at the end of a stage to expect so many people to be in his way at the finish

Terrible design by the organizers
I wouldn't argue that it was bad design, but I don't think you can blame the spectators on this one. There were barriers right behind them. It probably would have been even worse if they had moved because he was clearly expecting to just ride straight through and wouldn't have been able to regardless.
