13th Age is wonder. A love letter to DnD made by people who worked on DND 3.5 and 4. 13th Age 2nd edition is in the world now but it's all going to be backwards compatible so there is no reason to not dive in now for anyone interested.

What if the state decides to shut down oil supply? Or the electric grid? That logic applies to cars as much as trains. Those all rely on government oversite, even when privately owned.
We decry the government, claiming it's inept. We listen to and vote in people who say the government is inept. Then when those we just voted in do a horrible job we then point at the mess and say, "see the government doesn't work". It's a self fulfilling prophecy.

I would recommend running the game after the events of Arcane. Piltover and Zaun are at war. Your game should take place in Zaun. Leaving Zaun is a huge risk due to the war. This helps keep that pressure cooker vibe mentioned above.
With Zaun at war with no leader you have waring gangs all struggling for power and control. This is where your players come into the game. A small gang trying to make it in the undercity.
The only real thing you would need to do is just rename the map city sections based on Arcane.

Black Country, New Road. The lead singer had some mental health issues and quit the band. They said they are going to keep going, so it's not completely lost yet. I'm holding out hope.
