I think the "bulletproof" claims are vastly over hyped. It can block 9mm and that's about it. Rifle rounds can easily penetrate it lol.

Tbh, it's mostly because it cost $40 in a space where most of the games were free to play, and also had micro transactions along with that $40 price tag. The "last to the party" part just compounds it.
Edit Addendum: Also, I think Sony was banking too hard on Firewalk studios since it was comprised by ex veteran game devs from Bungie, Respawn Entertainment, Activision, BioWare, Raven Software and a lot of other studios.
