Not always. As in the case of a funeral, but certainly not exclusive to funerals, “I’m sorry,” can be an expression of sympathy without the apology for fault that we also associate with the saying.

I use it that way almost exclusively. I'll occasionally add a clarifier like I'm sorry you had to go through that.
