There is no bundling, functional cookies don't even need consent, sites can just use them without asking (some sites still give a heads-up though). Any site asking for permission for cookies is using them to track you and most likely sell your information.
There are some third party cookies that facilitate additional functionality like integration with other services that people might want to opt in to.
No website is forced to add a cookie banner, the law only forces them to get user agreement to collect data. Also most banners are not properly designed.
