Check back later. This is a government IT system we are talking about here. (Not knocking government IT workers I know.. There is usually bad policy and old processes in play.)

Rumor has it those 747k people now don't have to pay state income tax because that's how this should be working.

With gerrymandering and electoral college, there's a lack of representation regardless.
