I'd argue they can be if they seem a bit more surreal or dream-like, one of the more popular liminal space images that I know of is a landscape but I also understand the argument against it.
See, I'd argue that it requires a human element that is empty. The image you just replied with is perfect :)
That's entirely fair! The stop sign and street definitely adds to the liminality in that one.
