In the US cars do not stop. Pedestrians have to wait for the cars to pass. Even at crosswalks with red lights you have to wait and make sure the cars stop because many will not.
I was floored the first time in Europe. Walking towards a crosswalk, not even quite there yet, and the cars would stop! It was glorious.
Not sure where you are in the US, but that is definitely not my experience. Cars usually stop the moment I stop on the side of the road. At least In California
