Hol'up, is this so prevalent that it requires a law?

There were some scandals that indicated it was more common than previously thought.

Critics pointed out that it wasn't explicitly illegal and should be legislated against because its too easy for landlords to exploit desperate tenants.

Also this probably been more prevalent in recent years due to the housing crisis in Ireland making it very very difficult to secure a rental property.
