It's the fault of the candidates that couldn't pull a turnout against the easiest opponent they've ever had, twice. Blaming the voters for not turning out is like blaming customers for not buying a crappy product.
Buyers don't owe you a sale, just like voters don't owe them a vote. They have to earn it.
